• Location: Frequently stationed within or directly outside the glass shelter structures at the Heart of the City Transit Station in Burnsville.
• Property: Typically carries personal bags, which may be placed near seating or platform structures.
• Behavior: Engaging in aggressive panhandling, soliciting, and harassing behavior toward commuters and transit patrons.
